The New York Reporting System

The New York Reporting System (NYRS) is the new system of policies and outcomes for Adult Literacy Education (ALE) funded programs in New York State.  It was developed in response to the changes made in the National Reporting System (NRS) for the Workforce Innovation and Opportunity Act (WIOA).  

Key differences between NYRS and NRS

• NYRS allows for intermittent Measurable Skill Gain (MSG) 
• NYRS allows for Contact/Attendance Hours to accrue through multiple Periods of Participation (POP) 
• NYRS doe not require additional follow up for HSE Attainment 
• NYRS requires follow up for attainment of employment in the second quarter after exit, no wages recorded

Under both NYRS and NRS , attendance must be recorded by the end of the month following the month where attendance was accrued.
