Fiscal Year 19

Data Tip:  
For all returning and new students, make sure they have all of their NYRS criteria entered in ASISTS.
 
These criteria include:
- Key Demographics
  • Gender
  • Race/Ethnic Identity
  • Current Fiscal Year Employment Status
-Valid Test of Record for the current fiscal year
-Valid ALE enrollment with 12 or more contact hours
If a student is missing one or more of these criteria, they will not be included in your agency’s NYRS Enrollment Count or count on the NYRS Program Evaluation.
 
Updates:
ASISTS will be offline for maintenance at the end of business on Friday, October 5th, 2018. During this offline period, we will be adding to the NYRS Reports menu. After this release, the following data check reports will be available for NYRS:

-Students Missing Key Demographics
-Students with Invalid Enrollment
-Students with Invalid Test Scores
-Students without Pre-tests
-Students with Non-Matching Funding Source
-Students without Post-tests
-Students Enrolled not Counted
-Student Assessment and Attendance
-Students Moving/Not Moving to Higher Level
-ALE Outcome Survey Tool
 
Please be sure to view our Release Notes after our maintenance period has ended. The release notes can be found on the News Bulletin section of the ASISTS Log in Page.

FY 2018 Data Deadline

Data Tip: Please be sure to review applicable data check reports and the NYRS Program Evaluation Report to verify that Fiscal Year 2018 data has been correctly entered prior to the NYS data deadline.

 Important data check reports to review include:
- Missing Key Demographics
- Missing Pre-test Report
- Students Enrolled not Counted
- Students with Non-Matching Funding Sources (Especially if you agency received both ALE and WIOA funding)
- Students with Invalid Enrollment
- Students with Invalid Test Scores
 
In addition to checking the reports above, please be sure to check your NYRS reports:
- NYRS Participants Details and Demographics:
This report indicates the names of ALE students that count for NYRS along with their assessment and demographic information. The total number of students indicated on this report will match your NYRS enrollment-only count, which is indicated on the NYRS Program Evaluation Report.

- NYRS MSG Achievement by EFL:
This report indicates the names of ALE students, grouped by Educational Functioning Level,  that count for NYRS and indicates if the student has attained an MSG  prior to exit for the indicated POP.
 
PLEASE NOTE:
The number of POPs indicated on the NYRS Program Evaluation report will be measured against your contracted enrollment numbers.

NYRS Periods of Participation

The total number of POPs NYRS students have completed are indicated on the NYRS Program Evaluation Report. However, Periods of Participation are different in NYRS than they are in WIOA.  Below are some of the ways in which POPs function differently under ALE.
 
For example:
  1. When a NYRS student exits, his or her current POP will end. If they return, they will enter a new POP. These exited NYRS POP students will require one employment follow-up: 2nd Quarter after Exit.
    Please note:
    1. Student follow-up is based on the student’s exit date and exit quarter. It is not a set time during the fiscal year. Meaning, student follow-up will not  always be the 2nd Quarter of the current fiscal year.
    2. The fiscal year of each outcome is determined by the quarter of the follow-up being entered.
    3. A student’s exit date can be identified on his or her POP information tab or on the WIOA Outcome Survey Tool.
  2. Unlike WIOA, NYRS educational gain is determined on a fiscal year basis and not on a POP basis.
    For example: If a NYRS student pre-tests in his or her POP (with no post-test), is exited and returns for a subsequent POP and tests again, the new assessment can be used as a post-test to determine educational gain for the student’s “POP 1”.
  3. Lastly, the POP count appearing on the NYRS PER is the number that is measured against the ALE contracted enrollment number for your agency.

NYRS MSG by EFL Report for Verifying Post Tests

Use the NYRS MSG by EFL report to identify the intermittent ALE/NYRS Entering Functional Level of NYRS students.  

The current version of the ASISTS assessment screen does not identify assessments with the new NYRS intermittent levels. The NYRS MSG by EFL report, found under the Funding Reports FY 2018 drop down menu by clicking NYRS Reports (NEW), will group the names of NYRS enrollments by both traditional and the new intermittent NYRS levels. Additionally, this report can be used to verify that NYRS students that have been post-tested have made an educational gain. The number of students making gain per EFL as indicated on the NYRS MSG by EFL report, will match the “Number making Gain” per EFL on the NYRS Program Evaluation Report.

NYRS Updates
Our last release included two important fixes to NYRS Calculation:
  1. NYRS Enrollment Count (PER):  Students who were previously being excluded from the NYRS Program Evaluation Report due to funding sources other than ALE are now being included correctly.  NOTE: Students funded with NYSED sources other than ALE will still be excluded as per WIOA Policy.
  2. NYRS MSG Calculation - The MSG calculation on the NYRS report has been corrected to be based on the ALE-Only enrollment count instead of the Enrollment count that includes students funded with multiple NYSED sources
