NYRS Periods of Participation

The total number of POPs NYRS students have completed are indicated on the NYRS Program Evaluation Report. However, Periods of Participation are different in NYRS than they are in WIOA.  Below are some of the ways in which POPs function differently under ALE.
 
For example:
  1. When a NYRS student exits, his or her current POP will end. If they return, they will enter a new POP. These exited NYRS POP students will require one employment follow-up: 2nd Quarter after Exit.
    Please note:
    1. Student follow-up is based on the student’s exit date and exit quarter. It is not a set time during the fiscal year. Meaning, student follow-up will not  always be the 2nd Quarter of the current fiscal year.
    2. The fiscal year of each outcome is determined by the quarter of the follow-up being entered.
    3. A student’s exit date can be identified on his or her POP information tab or on the WIOA Outcome Survey Tool.
  2. Unlike WIOA, NYRS educational gain is determined on a fiscal year basis and not on a POP basis.
    For example: If a NYRS student pre-tests in his or her POP (with no post-test), is exited and returns for a subsequent POP and tests again, the new assessment can be used as a post-test to determine educational gain for the student’s “POP 1”.
  3. Lastly, the POP count appearing on the NYRS PER is the number that is measured against the ALE contracted enrollment number for your agency.
